Mamoru Chiba loved a good secret identity! Manga readers will know that Mamoru and Rei never dated. In fact, they barely even interacted unless they were on the same side in a battle.
Fans of the 90s anime, however, will remember differently. In the anime, conflict was created between Rei and Usagi over leadership styles, responsibility, and methods of fighting. One more conflict was both of them being interested in Mamoru. Rei frequently asked him out, spent time with them, and led Usagi to believe they were dating. Mamoru, however, never got the memo.
He thought they were just friends. In his eyes, he never dated Sailor Mars. The truth behind the Moonlight Knight's identity was stranger than anyone had imagined. When Mamoru's memories had been locked away, his desire to protect Sailor Moon remained strong. After Sailor Moon was reawakened, this subconscious desire manifested itself in the form of the Moonlight Knight.
Although apparently nothing more than a psychic projection, the Knight had a physical presence and could interact with his environment. You know, I get that you want a different type of villain, one not as strong as their predecessors so that our heroes can build themselves back up to par, but next to the epic scope of the Dark Kingdom, Ail and An had some pretty big shoes to fill.
The only thing that saved them as villains, really, was the writers not attempting to make them the next Dark Kingdom, which they never could be. Their only road to success lay in embracing how small a story theirs was, how intimate the scope and personal the stakes were.
Ail and An are not the dual monarchs of a grand kingdom. They have no grand agenda, no Machiavellian designs.
